usboot 2.11: phaseII.isc success , reboot win2k3 , boot screen display "USBoot 2.11 ArcGuard" and "USBoot 2.11 DriveGuard" message , but cannot continue.
usboot 2.09: install success, no problem.

So if I got you right, this happens even before trying to boot from USB when accomplishing the reboot after successfully executing phase-II?
To close in on the cause it would be interesting to see in what way USBoot 2.10 behaves.
