There is no explicit argument contrary to a Chinese version ...

... however it would need some really good reason (and a competent translator) to go through the trouble of creating and maintaining a localized version.

As far as the Installer and phases I to III are concerned it would be possible to adapt most of the menus and options by editing the '.isc' script files. However internal status & error messages could not be affected this way.
